The most likely problem is excessive wear-replace the membrane, or get another XE which is probably cheaper, plus you'll have lots of spare parts.
Another failure is that the circuitry of the membrane is not protected, mostly the ribbon and the fold. This is why an exposed area tarnishes-turns black. Looking at my info, several lines are involved. So, the easiest way to find out which traces are open is to look at the membrane using a light source, following each trace, of the affected keys, back to the connector. A crack(possibly at the fold-be careful, it can be fragile) is a dead giveaway. Mark the trace at the connector ribbon. It could be that several of these have tarnished so much the resistance is just too high. A meter on the trace at each end of the ribbon will determine this. Simple cracks can be fixed with a silver conductor pen, but this will pay for an entire XE.
An eraser will remove the tarnish. Once the repairs are done and all tests well, I mask off the contact fingers and spray the ribbon (and the fold if exposed) with laquer. DON'T laquer the switch contact areas.

From my experience with xe keyboards is they are trash. But your best bet is either buy another xe from someplace or get a new xe keyboard from B&C computervisions or best electronics. Keyboards are not real hard to replace on xl and xe computers and should only take 5 minutes to replace. I think either Best electronics or B&C has a optional replacement keyboard for the xe which is far superior than the garbage the Tramiels put out. Hope this helps. Tony

Thanks, but I think I'll get a Atari 400 or 800 when I see one. I saw some at a flea market a while back, and I might be able to buy them the next time I go. BTW, would XE games work on an 800 if it has enough memory? Or does the game need something that only XE/XL computers have?

There were some changes in the operating system between the classic 400/800 and the XL/XE series. A small number of games just dont work across all 3 main versions. Most do however. Look at the FAQ for a reliable list of games of which there are known problems with.

O.K., O.K....just a suggestion. Most people don't know there is a GTIA, and those that do would at least say they "they want a CTIA, not GTIA" specifically.

There is a very good possibility that the power supply had gone bad. Try swapping to another know good one or attempt to check out the one you have if you know how. Maybe a big capacitor has cracked loose. Somewhere AC is probably finding its way into the DC line.
